Para identfiicar el problema' al instalar su directx bueno yo tenia este mismo problema y ya iba a formatear mi pc y me puse a pensar y mire el registro y faltaba el registro 'Directx' y entonces lo que hice fue agregarlo.

Edit the `SiteList` registry key to point to where you want to keep your Enterprise Mode site list file. For example:
HTTPS location: `'SiteList'='https://localhost:8080/sites.xml'`
Local network:`'SiteList'='networksharessites.xml'`
Local file:`'SiteList'='file:///c:Users<user>DocumentstestList.xml'`
